However, such system of education also revealed issues that need researching, resolving and reforming. The most noticeable issues comprise quality, finance, administration, evaluation and assessment of quality, international integration and collaboration. The above-mentioned topics play an important role not only in Vietnam but also Asian nations because education is regarded as a social development strategy based on the foundation of 21<sup>st<\/sup> century knowledge. To become an efficient strategy for the expansion of economy and society, tertiary education must act as knowledge constructor, understand and and apply technological trends, training the intellectual workforce resources through teaching, researching and international collaboration.
